Developing a toolkit to strengthen essential public health functions in Angola’s municipalities
Strengthening essential public health functions to create health systems that can make progress toward achieving disease control and health security begins with recognizing that public health functions are distinct from clinical services and are an equally important investment. Project SOAR worked with the Angolan Ministry of Health to establish a quality improvement program for the practice of public health. This included producing and deploying a toolkit so that municipality public health teams can improve their capacity to assess community health, develop local health improvement plans with community stakeholders, and coordinate the implementation of strategies to guard population-level public health.
