Assessing the effects of the implementation of the WHO “Treat All” guidelines on treatment outcomes, service quality, and cost in Namibia

In collaboration with the Government of Namibia, USAID/Namibia, IntraHealth International, and other partners, Project SOAR implemented a study with the following objectives: (1) examine the effects of Treat All and antiretroviral therapy (ART) services decentralization on ART initiation, retention, and adherence among patients; (2) document contextual and operational factors that may influence or have influenced viral load testing and outcomes; (3) estimate ART-related costs and incremental cost-effectiveness of Treat All; (4) describe changes in perceptions of HIV service quality from the perspectives of both clients and providers; and (5) describe tuberculosis screening practices of providers. This technical report provides evidence on how the national rollout of the Treat All guidelines and decentralization of ART services affected client-level treatment outcomes, quality of ART services, and treatment costs in Namibia.
